I know I can restart through SSH but just wondering why doesn't Plesk show MySQL/MariaDB service in the "Services Management" page on Plesk to make it easier to restart through web interface just like Web Server (Apache) is?
Probably only developers can answer that one for you. You will probably need to open a support ticket for it.
In general, why would someone want to restart the database server from the GUI? Restarting it at all should be a process that is extremely rare, normally only after reboots. And why is restarting it from the GUI easier than simply "service mariadb restart" on the console?
Simply because Plesk itself requires DB for its operation.
However, you can restart the DB and Plesk application server from the /repair page on your Plesk instance. Normally link to this page is shown when Plesk is unwell (e.g. DB is not available).
It would make sense to add this feature to the GUI (to restart the website server database, not the Plesk database itself), just as the Apache service can be restarted via the Plesk GUI. While it's not clear that there would be a lot of use for this, it's not a terribly difficult enhancement to implement.
