Why no 'configure' command(script) ?

I just signed a dedicated server with Fedora C3 and Plesk.
When I try to re-configure my PHP, I found that the configuration command is not available on the server. I talked the technical support, they told me to pay $150 to setup the command for me.
Then I have a few questions,

1. Why is it not available in my system? It seems to me that the configure command is always there for a Linux system, because there are numerous articles on the net talking about how to use that configure command, but never seen an article about how to setup the command or script.

2. What do I do to get the configure command available on my server?

3. Is it a good idea to pay $150 to the technical support and let them do that for me?
 
With no offense intended, if you don't know the basics of building software from source, you shouldn't be doing it on a live server. I'd suggest building a linux box locally on an old machine first, and playing with it a little.
