Windows2003 + Plesk Suddenly FTP & Plesk dosen't work

I have my server installed with plesk (apache,php,mysql)
Ocassionaly my ftp AND Plesk stops responding. and nothing I can do except restart the server. When I restart Plesk then only Plesk is responding.
restarting IIS dosen't help.
When I try to connect I get:

Connecting to 67.19.***.***:21
Connected to 67.19.***.***:21, Waiting for Server Response
Connection closed by remote host.

does any1 also have this problem ? Any idea what causing it ?

Which Apache version are you using?
Why don't you use IIS?

Of-course I use IIs,
but plesk for window needs apache to run.
I don't need apache with my applications. When you install plesk it installs apache and apache2 i believe.

Which also causes problems since both IIS and apache have server logs, which is perfomance hit.
