Wizard Interface Design / Colour Scheme

Hi

Am I right when I saying this?

In the Sitebuilder Admin under MY PROFILE I select a skin from the Interface Tab and then I go an setup a new user that this user will use this same skin but that if I go and change my Skin to another and go and create another user that that user will take this new skin.

It seems to work this way anything in the the new accounts take on the current skin of the admin. Seems a little odd. Is there a way to set what Skin the customer account can have when setting up the account?
