Won't send emails

Plesk itself will not send emails when a client or domain is created. It also will not send out reports of domains at all. Is there a way to reinstall mail enable and re-install the mail settings in the plesk sql database? or a FIX!... but then again... we are talking about plesk and updates... don't go well together.
