wp-config.php and Wordpress Toolkit

Hello,

I have changed wp-config.php file location on wp-load.php in order to secure the wp-config.php file. But Wordpress Toolkit is not working anymore because of cannot find wp-config.php How can i solve this problem?
 
WordPress Toolkit is able to detect WordPress websites if wp-config.php places inside the webserver document root or on one level above. For security reason, it's usually enough to move wp-config.php outside a document root (one level above), in this case, you even not need to change wp-load.php. Could you please clarify why this approach doesn't work for you?
 
How can i move wp-config.php to outside a document root (one level above) if i move it, will the system detect it automatically, without needing wp-load.php? Also there is an another problem, too. Even if i delete wp-config.php, it shows 403 error when i want to access it.
