Wrong Time when FTP'ing files (stores GMT)

I just upgraded to V8.1. My system time is correct, the webserver time is correct but when files are FTP's to the server that are stored at GMT.
Something must have been overwritten. Can someone point out a quick way to fix this? Thanks. I'm in NY (EST) if that helps.

Here is something that explains the problem and fix from the ProFTPd FAQ.

25. The time being displayed is wrong.

The default behaviour for ProFTPD is to display all times relative to GMT. To use local time set "TimesGMT off" in the server section of the config. There is a known issue with Redhat 7, with regard to time handling. http://www.redhat.com/support/errata/rh7-errata-bugfixes.html

Too bad the default isn't "TimesGMT off".
