Have you tried 'yum install mod_security'? Of course you need to have a repository configured that carries a mod_security package. What OS are you running?
I can't seem to find a repository that has the latest version of mod_security (2.1.2). The ModSecurity download page has a link to somebody's yum repository, but that one has 2.1.1. You might just want to build from source anyway (and subscribe to the announce mailinglist to stay up to date).
You could also take a look Atomic Secured Linux, the subscription yum channel over at Atomic Rocket Turtle which includes mod_security (plus a lot of rules) and a whole lot of other security tools customised especially for Plesk servers.
