Addind limits to all mailboxes serverwide

I realize that a number of sites were set up with unlimited mailbox space and that is becoming a problem.
Is there a method by which I can set ALL mailboxes on the system to a 40MB limit?
 
The least complicated way is to change your Service Plans so that instead of Unlimited, the mailboxes have a limit. Do this for all your service plans and it will change the limits on all Subscriptions that are not Locked.

Then go through your Subscriptions to find ones that are Locked and make any manual changes needed.

But somewhere at the back of my mind, a bell is ringing to say that trying to change a limit where the mailbox already has more than that limit can prevent that limit being changed.....but I may be thinking of something else....
