Allowing Additional FTP logins

I have upgraded Plesk 7.5.6 to 7.6.1 seems to have gone successfully.

Main reason was to enable ftp access to someone other than the domain user. Does anyone know how to for example allow a web user setup via Plesk to have ftp access to a given directory on a domain?

I have tried ftp management then ftp subaccounts. No ftp subaccountshave been setup and according to the help menu, I should have 'Add New FTP Subaccount' but no such button exists. Any clues?? [Same applies when I am in Plesk as Main Admin].
