application vault apps missing

Hi,

I have the power pack, have all apps installed, and they correctly appear when I am logged on as an admin.
However, if I am logged on as a client or domain user, the site builder icon is grayed out, and only mambo and osCommerce appear when I try to install a new application.

I cannot see anywhere that you can specify what applications to make available/unavailable to a domain or client. Does anyone know what's going on and how to fix it?
