Application Vault Help - Creating new site application package

Can anyone offer assistance with the Application Vault format?

I've created the RPM, has all required files as I understand the documentation. The RPM itself installs perfectly from the command line. But when I try to upload it using the Application Vault interface, I get: "This file is not a valid site application package."

RHEL3, PSA 7.5.1.

Manual install almost works...

If I install the RPM manually, the application vault at least recognizes the app and it appears in the list of installable applications.

Though installation in an actual domain fails...
