auth.php3 error

After upgrading to Plesk 7.6 I had several problems, some could be fixed. My biggest problem is that I cannot login into my Plesk Control Panel. Virtuozzo or RDP are no problem.
When I try to open PCP I get following error message:

Anyone any suggestions on this?

We are also getting reports when clients are installing php Application from the Application Vault such as Mambo:

Parse error: parse error, unexpected T_STRING in C:\Inetpub\vhosts\domain.com\httpdocs\mambo\configuration.php on line 11


How do we fix this? Anyone know?
