backup not working since upgrade 10.2>10.3>10.31

I have upgraded to 10.3.1 ,but the upgrade problems are still there, the scheduled backups are not executed.
I have tried several configurations, even on a personal repository, manually the backups DO work, it is just the scheduling that is out of order. Some help would be appreciated, if logs files are needed, please let me know which ones.
