Billing and administrative tools through plesk

I know there was a way to send out a message to all of my clients on my server but I can't seem to find it. I contacted the company that hosts my server but they said it doesn't exists, but I remember using it once before.

Does anyone know how a person can manage all of their clients from within the Plesk control panel? I am running 9.5.2.
