Seems that the config files in the directory "C:\Program Files (x86)\Parallels\Plesk\var\health\data\localhost" got corrupted. I suggest you rename this directory and re-install Health Monitor with Plesk autoinstaller for fixing this issue.
 
Thanks, but not. This event appear sometimes only. The problem is some string format of date-time db.

In that same the number date is: 1454524617 (03/02/2016 18:36:57) , but sytem convert to this: 00:00:00.0479633
