Cannot create more than one domain

I have a 1and1 dedicated server, and on the Plesk Panel > Domains, I cannot create more than one domain.
The button "create Domain" is disabled!

What is my problem ??

Due to licensing

I called 1and1 support, this was due to limitation of the license....
