Can't access backup manager

Good evening,

After desperately trying to make space on our server, the following directory was deleted as our backups are hosted on an FTP server

/var/lib/psa/dumps.

I can not longer access the backup manager in plesk since this..

Any help to get me out of this mess would be appreciated as I need to modify my FTP server settings!
 
This directory used not only for backups but for upgrade, migration procedures too. It is a really bad idea to remove this important Plesk system directory.
Have you tried to create it back with following default permissions:

# stat /var/lib/psa/dumps
File: ‘/var/lib/psa/dumps’
Size: 4096 Blocks: 8 IO Block: 4096 directory
Device: 1bh/27d Inode: 62004430 Links: 2
Access: (0750/drwxr-x---) Uid: ( 996/ psaadm) Gid: ( 1000/ psaadm)

The permissions of the folder are correct.

I can access the backup manager when I create a new administrator account however it only allows me to backup domains tied to the account and does not let me access the settings menu. I assume this is a licensing limitation.

There is only one limit related to backup:

Backup and restoration functions On

Do you have it enabled for your license?
Also you can try to repair installation with:

# plesk repair installation
