Can't access Control Panel

After attempting to configure suPHP to work, i have somehow managed to do something that has messed up my Plesk Control Panel.

I have RedHat Fedora 7
Plesk 8.3

and the error message i am getting is:
Unable to read Control Panel configuration file:

I have searched, but can't seem to find any info relevant to the unix version of this problem. i've tried restoring the plesk dump and restoring the default configuration file.

any help would be appreciated! thank you!
 
In an attempt to fix the problem i upgraded plesk to 8.4. I still get:
Unable to read the Control Panel configuration file:

If anyone has any suggestions i'm all ears! or eyes is it? Whatever, i just like to be able to log into Plesk again. :p
 
Ok, at this point i think i've messed up the permissions on some Plesk files. I figured the upgrade should have taken care of this. How can i to reset the permissions for Plesk?
