can't create domain when login in admin mode

Hi,

Since i have version 9 i can't create any domain whwn i am logged in admin mode. The create button is grayed and say ip pool emty.

How i can fix that ?

I can still create domain with my client account but i want to create like before with my admin account.

Thank you very much.
