Can't save iptables

New Pleskian
I've reboot my server and after reboot, the firewall block HTTPS and FTP.
When I go to firewall to check, i can activate to turn on but, i've this message:

Error: Another administrator is activating a configuration now.


Why SSL & FTP port are deactivate by default on reboot and how to fix it!?
