Can't set ftp quota for specific users

Hello there,

I am using plesk 12 and can't set ftp user quota. The domain is assigned to a subscription that has a hard-disk limit. Also quota management is enabled.

Do you have any idea how to enable that I can set the ftp quota for the user in screenshot #1?
