is possible change DNS > SOA Refresh default value?

No such feature is not realized in Plesk. But such ability will appear in further versions of Plesk. Most probably in 7.5.6.
 
I forgot to say one thing. ;) You can change SOA value in 7.5 for separate domain logged into its configuration page.

but want change the default value of "DNS > SOA Refresh" for all domans and on DNS template for new domanis...
