Client can't select database server

I'm offering multiple external database servers for my clients, mysql 4 and mysql 5, but i noticed the client can't select which databaseserver he wants to use, he can only create a database on the server that is selected as default. When an admin creates a database on a non-default server he can do whatever he wants with it without a hassle. But shouldn't it be possible to let the user choose which server to use?

Any advice would be greatly appreciated!
