config /vhost.conf not function!

your values are not matching.

Should be something like

<Directory /var/www/vhosts/host.com/httpdocs>
php_admin_value open_basedir "/var/www/vhosts/host.com/httpdocs:/tmp:/var/www/vhosts/host.com/data-2"
</Directory>

Also once you configure the new conf you need to tell plesk about it
/usr/local/psa/admin/bin/websrvmng -u --vhost-name=domain.com
