Is there a place where I can locate a Sitebuilder, experienced, programmer who can carry out Sitebuilder upgrade from 4.0 to 4.2 then migrate installation to new server along with existing accounts (or other way around - whatever is best)?

If somebody here can assista with this assignment that would be great. Or, if there is a different place where I should be looking that information would be greatly appreciated.
