$Copyright$ variable

I see a $copyright$ variable in each "default.master" template file. Is the value of that variable set for all sites or even per site in sitebuilder admin somewhere?

alternately, can i somehow user html code in the "Footer message" that i can include per site?

fyi - I am trying to add a "promotional footer" to all sites that's hyperlinked, but don't want to user the official "promotional footer" feature as that ends up in the content sections, not as an actual footer.
