In performance page you can set maximum connections and throttle bandwidth, but can you somehow:

monitor cpu usage (per domain) from within plesk?
monitor memory usage (per domain) from within plesk?
throttle cpu and memory usage ?
 
Plesk can't monitor CPU and memory usage.

If you want to throttle CPU usage you need put you domain into dedicated pool and enable CPU monitoring.

But note that all subdomains belonging to the domain will use the same pool as well.
