Right now, even when assigning a user to a user-role where "Manage users and roles " is denied, the user is still allowed to see other services (domains or emails) on the subscription.
This looks like a bug.
Remove the ability to see other users when the option "manage users and roles" is denied.

We need to re-create limited view for what used to be the Plesk domain user and Plesk email user control panel access on plesk 9.x

We have 2 domains with 2000+ email users to move, and we can't move them to Plesk 10 unless this is resolved.
