Custom php.ini files

I've installed the php.ini into the httpdocs directory of the domain I want a seperate php.ini setting for, but it does not read this php.ini file, instead it reads from the system php.ini file. I have tried restarting the Plesk Service (entire) but yet still nothing. Any ideas?
 
According to the knowledge base and the horde system, it is possible to perform. (The horde uses c:\Inetpub\vhosts\webmail\horde\php.ini, while everything will not unbind from c:\windows\php.ini)
