Definition of server license??????

If I purchase a 100 license installation of Sitebuilder, install in on a single server which has a block of IP addresses bound to a single NIC why is it I am not allowed to offer the service on multiple IP addresses?

This is not a technical violation of the license which states 'a single server' which I have.

I don't think it's right to charge $500.00 to get a $99.99 dollars program to function as you state it does.
