Directory Protection Broken in 8.1

Ever since upgrading from 8.0 to 8.1 directory protection stopped working. The only workaround I have found is to manually create the .htaccess file. The Plesk control panel no longer works for anything except the default plesk-stats directory.

Has anyone else seen this?

To reproduce this create a directory off your docroot (I called mine admin)
Add /admin as the protected directory. I checked both SSL and Non-SSL. Then I created a user for that directory and then went there. The only thing in the directory is an index.html that says Hello World. I can see it and didn't have to log in. So I closed all browsers and go there again expecting to have to authenticate and again, it just lets me view the document. No protection whatsoever.
