Disable the Remote desktop

Hello,

Is possible disable the Remote Desktop for all users? I need enable this for just administrators.
In the Parallels Control Panel Interface, I disable this feature in the Plans, but in the user interface, is possible enable for an FTP account. I tested and the access work.
