there is no such option at Panel. This depends on mail sever, you have to tune manually some settings.
Look for documentation for Mail Enable, for example this is http://www.mailenable.com/documentation and compare http://www.mailenable.com/mail-server-features.asp
As you caan see, Restrict message throughput per mailbox feature is supported at Enterprise and Premium.
According to our RN we support MailEnable Standard Edition 7.04 (http://download1.parallels.com/Ples...ls-plesk-panel-11.5-for-windows-based-os.html)
