Hello could you please tell me how can I limit my clients the outgoing emails?
I mean, to configure email so that they can not send 500emails at the same time.

Read documentation for MailEnable or for Smartermail. If they have such possibility - just configure it there.
 
there is no such option at Panel. This depends on mail sever, you have to tune manually some settings.
Look for documentation for Mail Enable, for example this is http://www.mailenable.com/documentation and compare http://www.mailenable.com/mail-server-features.asp
As you caan see, Restrict message throughput per mailbox feature is supported at Enterprise and Premium.
