Error Message When Applying System Parameters

New installation of Sitebuilder on Win2003, getting an error message when applying the system parameters from the admin page.

error message: invalid path to temp folder: insuficient permissions

The temp directory is c:\temp\

I verified the directory is there

Need assistance

Where in the admin menu do you install the registration key?
