Error when setting up physical hosting

Unable to assign variables for PHostingForm: Unable to get hardquota state: dnsmng: /usr/sbin/rndc execution failed: rndc: connect failed: connection refused dnsmng: Error during rndc 'reconfig'

Plesk had JUST been installed on a vanilla freebsd 5.4 server and no other applications had been installed or configured yet.

Any ideas?
