Error when updating to 8.3.0.1 update 080228.13

Whenever I select this update, I get the following error:

Warning: Another installation is in progress. You must complete that installation before continuing this one.

I have verified that MSIEXEC does not run until the update button is pushed, there are no other updates or installations running, and we've gone so far as to reboot the box.

Please help, need to get this update installed!
