Exception with message 'Can not find suitable temporary directory.'

Hi,

Following upgarde to 10.3.1 from 10.2.0 I can no longer access Plesk Panel.

I get the following message:

Server error (code 500): Exception with message 'Can not find suitable temporary directory.' caught at top level.
 
I think you may check at least that TEMP and TMP Windows variables are correctly defined, that directories are exist and have correct permissions.

this happened after upgrade to v10.3.1 from v10.2.0.

I re-ran the instller and it looked as though some components were not upgraded. The installer finished successfully and I got the login page again. However when I try to log in I get:

ERROR: PleskFatalException
Owner not defined

Additionally, an exception has occurred while trying to report this error: PleskFatalException
