Executable Permission for Folder

Hi,

I have this problem on a folder which is supposed to be executing an exe file. I have set the Allow rights in the Control Panel and granted the Read & Execute permission in Windows Folder/File Security itself. It still doesn't work. When I go to the URL itself, the browser still prompts me to download the exe file. Anyone knows how to fix this problem?

the execute permission is for scripts, and even then the mime needs to be setup, and the interprator executing it...
