FTP Can't Connect, Port 21 Issue

After I set up a domain I can't connect via FTP.

I get an error that the user name or password is incorrect but it is not.

I did some digging around and found various talk about Window 2003 Firewall and Plesk having problems. I eventually stumbled onto this;

I tried the solution therein but it did not work. I also tried disabling ALGS, nothing.

The only thing that did work is turning of Windows Firewall all together.

Does anyone know of another solution? I'd rather not run the server without a firewall.
