FTP do not accept connections (service 421 not available)

Hello.

Problem:
After reboot of my server my FTP server is not accepting connections. Tried rebooting multiple times.

When trying:
ftp localhost at command prompt I get this error:
Connected to www.mydomain.com.
421 Service not available, remote server has closed connection

Configuration:
Debian 4.0
Plesk 9.2.1
