Had the exact same problem. Disabled Application Layer Gateway Services and my FTP problems were solved. Not sure what turned on this service in the first place even though my Win SBS 2003 server firewall is already turned off. Really glad I found this old thread. I have been struggling with this problem for several weeks. Thank you.
