Issue Getting Error Sending mail to live/outlook

im am only getting this error when i sent to outlook and live i have filled in the form that someone told me to do https://support.microsoft.com/en-us/supportrequestform/8ad563e3-288e-2a61-8122-3ba03d6b8d75

This is the correct initial response. It only confirms that the request was received. It asks to you resubmit the IP only if there is an error in your original submission. Normally, a short while later you will ever receive a confirmation that the issue has been mitigated or that it has not been mitigated for some reason.

So i got this email and do not know where i stand my ip had been blocked day one but did not know this in till i ran in to this issue with customers, my guess is the owners of my ip before got put on there block list but im not sure how to get unblocked when i get this email

You need to find out what spam your server is sending to MS hosted accounts. One way to get a step further is to respond to the MS mail and ask them for further details.

After all, this is not a Plesk issue, but an issue with your server sending spam to MS hosted accounts like hotmail or MS Office 365 accounts.
 
is it possible that the old owners that had my ip got blacklisted and as im a new owner of the VPS/IP that im still blacklisted ? if this can happen how can i go about getting unlisted from the block list

ok thank you hope this can get fixed asap if not i will have to contact my server provider and get them to switch my vps but thats a pain in the ***
