Getting useradd error trying create new webspace (after last update)

After last update when i'm trying create new webspace, i'm getting error.
And now i have passwd and passwd-, shadow and shadow- files in /etc.
Please Help.

system user update is failed:

-U, --user-group create a group with the same name as the user
-Z, --selinux-user SEUSER use a specific SEUSER for the SELinux user mapping
