Horde ignoring additional php.ini

Hi,
a few days ago Horde stopped working due to "suhosin.session.encrypt = On". Still "PP_CUSTOM_PHP_INI" is set to "/etc/psa-webmail/roundcube/php.ini" which contains "suhosin.session.encrypt = Off".

This should override the global value, right? Well suddenly (probably after updating), it didn't anymore. Is there a way to fix this? I did deactivate session encryption globally to get it running, but I would prefer not having to do this.
