How do i limit proftpd?

Hi, i want to use

RateReadBPS and RateWriteBPS...

I know i must put these settings into the directory setting in the proftpd.conf but with PLESK the proftpd.conf doesnt include all users directory...

So How can i manage the settings associate to each user?
