Question How to disable services totally

Hi there,
whenever I stop a service like pop3 from Plesk, next time I restart the server, the services are enabled again. How to I configure the services so that they are not re-enabled after a restart?

Watchdog is disabled for all services.

I am using Plesk 12.0.18 Update #103 on Ubuntu 14.04.5 LTS

1. In Plesk, go to to Tools & Settings > Mail Server Settings.
2. Enable/disable the option Enable mail management functions in Plesk.
3. Click OK.
