...but: i don't meant via mail. i meant the layer popups in web gui

You can do this in /usr/local/psa/admin/conf/panel.ini. Search for the following section and uncomment the "enabled=off" part:

[rating]
; Hide feedback dialog with question to rate product
enabled = off
