I have 1 more trouble!

when I want to create a domain, change passwords and change details in Domain User, I must login using root password. I can do all that things with root user...

but, my customers not... Anyone know how to solve this??

You are my host company.
I need to create one domain, but I can't.. errors appears...
I need to set my domain with Domain Users and sometimes, I need to change my password...
But when you try to do this, you can do without any problem.

only users with admins previleges...

Let's start from the beggining... Do you have access to Plesk as an admin, reseller or domain user?
